levae_suid() before creating swap dirs

Hi,

I'm sure people have written squid-bugs about this problem...

Shouldn't leave_suid() be called before the swap dirs are created
with 'squid -z'? This way, the newly created swap dir will be
owned by the cache_effective_user.
