Splaytree-based user ACL matching in CVS

I've branched the splay-tree-based ACL matching code.
It's available from sourceforge with the splay_userauth
branch-tag.
I have updated the sourceforge site with some details
about the project.

Features:
- exact (NOT regexp) users are now matched in
O(log2(N)) rather than O(N)
- REQUIRED-type auth-controls will be matched (not
yet implemented) in O(1).
