Well.. the HEAD version is actually on squid-cache.org, not SourceForge.
It is mirrored on SourceForge for the development projects there.

The current HEAD version of Squid can be downloaded via the nightly
snapshot from http://www.squid-cache.org/Versions/2/2.4/, or by using
CVS as described in http://www.squic-cache.org/Devel/cvs.html
