How does the attached look.

The changes are:
create a ln in the dist build dir to the release notes html version.
provide a copy of the release notes SGML in CVS only.
provide a copy of the HTML in the dsitributed tarball to allow
re-distribution (ie for redhat et al).

The tarball created by make dist has the following:
A copy (not link) of ReleaseNotes.html in /
doc/release-notes/release-2.5.html
