Windows port merge - Second PATCH

Hi,

This is another set of patches related to merging Windows port on HEAD.

- win32misc.patch:
timezone handling on win32, protection in util.h for non available include
on win32 platform.

- win32fileio.patch:
WIN32 default_read_method and default_write_method with different File and
Socket FD handling, more fix for the problems on Windows related to open
file renaming and text/binary file issues.
