Proposal to simplify external acl configuration

After repeatedly doing the same error in external acl configuration
examples I think the syntax needs to be simplified somewhat, dropping
the "external" acl type name and instead make external_acl_type declared
names acl types on their own.

i.e.

external_acl_type wb_group ...
acl group1 wb_group ...

instead of

external_acl_type wb_group ...
acl group1 external wb_group ...

Any opinions?
