See the original question again. The question is not on how to deny new
requests after reconfigure, the question is how to deny already running
requests.
Example:
1. Start a long download
2. Reconfigure Squid with access controls which should have denied that
download
3. Watch the download continue even is access controls says it is no
longer allowed.
