From the sources:

   $urlext = \'.<dynamic>\'
     if ( $urlext =~ m#[\?;&\$,!@=|%]#o or $log_method eq \'POST\' );

or in other words
    urls containing ? ; & $ , ! @ = | or %
    or where the method is POST

the reasoning behind this pattern is not entirely clear to me however..
