A change from a custom url scheme to http:// is needed to be able to use
normal http libraries to access the cachemgr functions. Not all http
client libraries accepts forwarding of "unknown" schemes to a proxy..
It's also required to be able to access the cachemgr functions via a
http proxy, as the cache_object:// URL scheme can not be forwarded
(always read by Squid as "local").
