in the ICP specs, it says it doesn't care abt the lower layer.
using UDP is fine, for site to multiple_WAN_sites ICP communication.
for a site using multiple servers to implement a proxy cluster, ICP
on UDP is less ideal, for performance and efficiency reasons.
in the near term, the number of machines in the local site is constant,
and i'm wondering why not persistent TCP connections between individual
local proxy servers, (often connected by no less than 100Mbps LAN).
appreciate comments on this thought and possible already_done
implementations on ICP on (persistent) TCP.
