ftpget 1.1.8 error

Hello all

since upgrading to squid 1.1.8 i've problems running the
ftpget. The following error is reported on any ftp request:

> While trying to retrieve the URL: ftp://ftp.th-darmstadt.de/
> The following FTP error was encountered:
>
>ftp.th-darmstadt.de (port 21): (13) Permission denied
>
>This means that:
>
> A network socket error occurred. Please try again.
>
>
Using the ftpget of 1.1.4 all works fine.
What has changed to ftpget?

Any idea, any help, any solution?

P.S. Our OS here is AIX and Squid was compiled with gcc-2.7.2
