Cachemgr.cgi Help

Hello

we have tried to setup the cachemgr.cgi on our main proxy server but
are constantly recieving the error message:

info: proxy.ipax.com.au:8080 - dated Mon Apr 7 21:26:59 1997

Error: connecting to cache mgr: proxy.ipax.com.au:8080
(110) Connection timed out

can anyone shed some light on what this means and any suggestions as
to a fix?

ive tried several things (different port's, ip's and so on)
