my 6.2 systems have something like
  [ -f /usr/local/squid/logs/squid.pid ] && /bin/kill -USR1 `cat
/usr/local/squid/logs/squid.pid`

as a line in root's crontab.

It's very likely that you just tried it with a shell who's builtin
kill command doesn't understand USR1 (#16, under Irix 5.3, incidentally).
