authenticated users to change their passwords via a web interface you can
just grab this link.

I've had success with this perl script which uses poppassd, unfortunately
you'll need to do some debugging to make it work with your local UNIX
passwd:
        ftp://ftp.atlantic.net/pub/src/mp/wwwpass2.tar.gz
