Hmmm ... "Out of file descriptors"

Hello all,
        I am running Squid 1.1.14+file descriptors patch on a P166 64Mb with a
2.0Gb cache running Linux 2.0.30. When I start squid it reports:

Starting Squid Cache version 1.1.14 for i586-pc-linux-gnu...
With 3000 file descriptors available
    ^^^^^^
Performing DNS Tests...
Successful DNS name lookup tests...
Started 5 'dnsserver' processes
Unlinkd pipe opened on FD 13

But I am still getting the following errors in my "messages" file and
cache.log:

commBind: Cannot bind socket FD XX to 203.26.6.6:0: (98) Address already in use

And the client gets a message to the same effect :(

What have I missed or what do I need to do ??
