Is there any way to tell Squid "hey, forget about checking with the
original server to see if the cache copy is up-to-date; just dole up
them thar pages in that thar cache"?

Just setting the "min" parameter of refresh_pattern to something
suitably high, I would think. And start squid with -D to prevent
initial DNS tests. Someone with more experience of this situation may
have more comments.

This won't help you with any pages set non-cachable (cgi-bin etc).
