I applied the old one to 1.NOVM.18 and checked what it did to the source
afterwards. The result has been running fine for almost two months now.
I don't remember any particular difficulties, but if you prefer I can also
mail you my diffs (ie. a "squid-1.NOVM.18.retry.patch")
