Deny to certain domains

im looking for some assistance with the squid conf file....

Firstly, is it possible for squid to use a certain interface of a virtual ip
address...

Secondly, is it possible to setup a BACKUP parent, which is used when the
primary parent goes down?

Our primary parent is used by dozens of isps and goes down every now and then
for significant periods of time..... anything 5 minutes + is significant to me.
But.. its still a dam good PARENT when it works.....

We have access to another squid on a different isdn we have just for email.....
Id like the squid server to be able to fallback to the other squid server when
out master parent dies....
