It appears to be statically related to the value you set for cache_swap.
Don't trust me on that since I'm not sure, but I do know that Squid is NOT
figuring out the value very well. You are one of many who has asked about
this problem. I asked several weeks ago after upgrading (sometime around
December 20th or so). I'm surprised there was no big warning in the Squid
distribution.
