I think this is a RH5.0 and not RH4.0 system? If it is, then you are
bitten by a nice RH5.0 feature...

The previous Squid you had, was it perhaps compiled on another system? I
can't see any changes (in the diffs) from .18 to .20 affecting this.
Rearding the "Segmentation fault". Please send a stack trace to
squid-bugs@nlanr.net. Can't do much without a trace.
