Squid won't fill

Hi,

cache_stoplist cgi-bin ? .asp
cache_swap 2000
cache_swap_low 90
cache_swap_high 95

This is, what my squid.conf says. But the cache doesn't fill.
The cachemgr says:

Storage Swap size: 206 MB
Storage Mem size: 16847 KB
Storage LRU Expiration Age: 365.00 days

It won't fill up to more than these 206 MB, although we transfer
more than 4.5GB per day over this proxy. The hit rate thus is
only at 15 %.

I am using 1.1.20 under HP UX 10.20. The filesystem has
4 GB free space. With 1.1.18 the cached filled up to the
high water mark. Did I configure something wrong ?
