Squid 1.2beta19 has a false default of one day instead of zero, and
it's not 'cache_announce' anymore but 'announce_period'.

So either update to squid 1.2beta20 by applying the latest patches
(which changes the default to the default ;), or add the line:

announce_period 0 seconds
