cachmgr passwd isn't the same as our root passwords:) and the squid.conf
line to:
cachemgr_passwd <password> all

Yeah, I saw the -i part, but wasn't entirely convinced that that was what
it did (basically because it never said anything and I'm not coder). But I
think that it's the most likely option so I'll do that.
