squid.conf

Hi to everyone,

Please disregard this question if it has already been asked.

Can someone tell me what do I have to modify in the squid.conf file to
prevent it from loading from root which is normally bad i think. I want it
to start as user squid.

I want to know also what do i have to do to prevent users on the local area
network from downloading mirc from the mirc sites.
