I can't get a URL (again)

I've already sent a mail for a site which I can't see. I'd like to add
that I can do ping to all its servers, I increased the parameter
connect_timeout up to 240 seconds but nothing happens.

Is there a possibility to have problem because I have a satellite link
with minimum RTT 600msec ?

I need to know what's happening, as all the http requests of the
University come through this Squid.

This happens only to this specific site and I can't find what's going
