You could leave it in /squid/bin. Just modify your apache/etc/srm.conf by
adding a line:
ScriptAlias /squid/cgi-bin/ /squid/bin

Verify your squid.conf file. You have to get an
ACL manager proto cache_objet
acl yourhost src your.pc
and then
http_access allow manager your.pc
