Ok offline_mode looks like it might work.

Does anyone know if it will still expire objects in the cache after the
refresh period.

ie if I have a refresh pattern like so It will always cache an object for
about an hour and not do any IMS requests during that period.

refresh_pattern . 60 100% 61 override-expire override-lastmod ignore-reload
