try
cache_peer proxy.mydomain.net parent 80 0 default no-query
prefer_direct off

and maybe
never_direct all
if you are inside a firewall and MUST go throught proxy.mydomain.net

(without never_direct, Squid will go direct if proxy.mydomain.net fails
for one reason or another).
