very high cpu utilization

Hi all

My setup

linux 2.0.34
Mem = 64 MB
swap space = 130 MB
disk = 1 GB
no. of processor = 1
cache_mem = 2 mb
cache_dir /usr/local/squid/cache 500 16 256

Lately my load average remains quite high 1.4 to 1.6
I have another machine with exactly the same set up that I am using for DNS
round robin doing proxy.
That machine does not have such high utilization. 0.1 to 0.2
I am not running any other service on this machine
vmstat 3 shows following values for swap :
si so
181 15
179 24
203 28
203 21
195 32

What is going wrong ?. The response of this system has come to a crawl
