Ok, you need to get GRE active. So if it is a module try (skip if it is
static) :

modprobe ip_gre

Then :

ifconfig gre0 up

This should get you box recieving GRE packets. It should be stripping then
and placing them on the stack. What you do now is follow the procedure for
transperant proxying :

That will direct the packets into squid.
