Two things. First, you are posting about DEVEL to squid-users while

Second, you have not read 2.3 notes at http://squid.nlanr.net/Versions/v2/2.3/

        cache_dir
          The usage of this option has changed since we have a storage
          interface API. You now need to specify the type of storage system to
          use with the cache directory. ...
