Not to.
Seriously, the best way is with a SOCKS proxy. Of course, you then have
to configure it _very_ carefully to make sure that (if you have some
limitations on access) that your users don't point all their
web-browsers, chat-software, streaming video viewers, and every other
damn thing at it.
Expect to be playing with the configuration for a while before you get
it right.
