User accounting & blocking

Is there a way that I can use squid with a username and password so that I
can extract accounting information for every single user so that users can
be charged by the amount of bandwidth that they use or can y'all please give
me some other information on how I can do this.

Also, if I tell my router that http requests can only come from the proxy
server, will that be able to help me stop users from accessing the net
directly.
