FTP problem

Hi,

I am using Squid 2.2 Stable5. It happened that sometimes it denied all FTP
accesses with an error like the following:

The requested URL could not be retrieved
While trying to retrieve the URL: ftp://ftp.unicc.org/
The following error was encountered:
     Access Denied.
     Access control configuration prevents your request from being allowed at
this time. Please contact your service provider if you feel
     this is incorrect.
Generated Wed, 03 Nov 1999 15:50:11 GMT by polaris.unicc.org (Squid/2.2.STABLE5)

This message is misleading since there is no access control like that and if I
restart squid users can
access to the FTP server for few minutes and the problem comes again.

Checking in the cache.log I can see nothing. Only something like:
