Kick the web master who configured cachable public material to be marked
as private single-user material.

Working around the problem is Squid is definitely the wrong approach to
the problem, and will get you in lots of trouble if there are more than
one user using the cache (and for a single user there is not much point
in having a Squid based cache..)
