No. Proxies operate at the application level. Routing operates at the IP
level, far below applications.
The only thing you can do in squid is to have it always go direct for
local server and not use any parents/siblings for the request. Squid
cannot control if the request is sent to Squid or not.
This can only be done in the browser settings, or if using "transparent"
proxying in routing.
