more) L1 directory but same 256 L2 directory ie. L2 remains unchanged ? how
would i verify that this is optimum performance.

LI should be increased. A reasonable rule is that you need at least 1 L1
directory per 0.5 GB, then add a few to give some margin.
The main cost of having too many L1 directories is a slightly higher
(but static) inode usage. Each L1 directory uses L2+1 inodes.
