Specify the peer as a non-ICP peer (the "no-query" option).

Set "prefer_direct" to "on" (the default value).

A draft outline of the peer selection order:

1. digest HIT peers
2. ICP HIT peers
3. ICP miss peers
4. DIRECT if prefer_direct is on
5. "default" peer
6. "round-robin" peers
7. other non-ICP peers
8. DIRECT
