the MS winsock Proxy tunnels your winsock requests to your proxy server,
using a proprietary tcp over rpc protocol.

However the client automatically downloads configuration details from
the winsock proxy server, so if you disable it on the winsock proxy, it
should turn off on all the client machines the next time they reboot or
reconnect to the proxy.
 In this case, your local MS Proxy certified peer will probably have the
exact answer. OR you could try RTFM and see if microsoft actually
documented their actions :[
