no,no,no.
cisco doesn't need any squid machine ip address.
cisco router just act as a "wccp server" and squid as a client.
becase squid knows (in your configuration) wccp router's ip so it
can send "hello" messages to router, and the router send back a "Yes
I see you" message to confirm squid's wccp register. then the wccp
connection will be established.
