If you want to use round-robin, you can't use ICP at the same time.
If you do, then the round-robin algorithm will only be used if none of
the peers responds to ICP.
Neither are perfect, but in a plain "child -> parent" relation my
recommendation is to use round-robin with a short (2 seconds or so) peer
connect timeout, or to help development to get CARP running correctly
(it should currently be in a state usable for child->parent relations,
but is a bit awkward to set up...)
