I get:

Notice it took over a minute, and during all this time, squid does not
respond to any requests, they just hang until it is done and then they
either timeout or get completed. It never did this on RH6.2, even though it
took sometimes up to 120 seconds to run the rotate, it would continue to
serve requests in the interim.
This is Squid 2.4STABLE4.
