You are running Linux and www.dhl.com has a broken firewall.
See the Squid FAQ section System oddities / Linux for more details.
Then complain to dhl.com that their firewall is broken, incorrecly
denying Internet standard IP options (ECN) and therefor becoming
increasingly unavailable as more and more of the Internet is being
upgraded to support ECN.
