It indeed is, and whas the case while the patch was being developed.
Will try to clean the development page up a bit to match what is in
2.5.STABLE1 instead of the last versions of the development version of
the patch..

This was the case while the patch was under development, but thanks to
much help from Robert in cleaning up the auth infrastructure this is not
true for 2.5.STABLE1 and challenges will be issued if the user is not
logged in.
