When determining which delay pool to assign to the request, squid looks at
the delay pools in numeric order. The first pool where delay_access allows
is used for the request.

So to make the above work you can either renumber your pools, making the
general '1' pool the last pool, or deny Magic and Magic2 from pool 1.
