The problem is because of the ACL's you have specified.Try to check it out
this,
acl ACISNETWORK src 10.1.1.0/255.255.255.0
acl all src 0.0.0.0/0.0.0.0
acl manager proto cache_object
acl localhost src 127.0.0.1/255.255.255.255
acl SSL_ports port 443 563
acl Safe_ports port 80 81 21 443 563 70 210 1025-65535
acl CONNECT method CONNECT
http_access allow manager localhost
http_access deny !Safe_ports
http_access deny CONNECT !SSL_ports
http_access allow ACISNETWORK
http_access deny all
icp_access deny all

Check this out,It will work.
