You can use the following directives to block particular group from
accessing the sites specified in the file:
-------------------------------------------------
acl blocksites dstdomain "PATH/TO/FILE/sites.txt"
acl AuthorizedUsers external <ldap_group> <usergroup>

http_access deny AuthorizedUsers blocksites
--------------------------------------------------

where
<ldap_group> is the name used in "external_acl_type" directive.
<usergroup> is the user-group name for whom you want to deny access to the
specified sited.
