If you see it this way, you are (of course) right.
Every client pulls this information from DNS and there is no need to
push it to every client, but of course DNS tells the client the ip.

What I meant is that the default behaviour of wpad does not require any
client configuration neither by dhcp-option nor by entering the location
of the config script except simply activating the automatic discovery
feature.
