     Oups, you steel access.log

     Squid wants to rename access.log to access.log.0
     but you have stolen it before!

Please try:

/usr/local/squid/sbin/squid -k rotate
mv /usr/local/squid/var/logs/access.log.0 /var/squidlogs/$filename
                                       ===
