I just tested on debian with stock kernel 2.6.18:
T=0; while [ $T -lt 255 ]; do echo $T; ifconfig eth0:${T} \
192.168.${T}.1 netmask 255.255.255.0 up; T=`expr $T + 1` ; done
and set up 255 virtual interfaces with no problem.
Somewhat related, I haven't been able to create more than 7 GRE tunnels
(in case you're using WCCP).
